Abstract - Civil Guidance Offices in Poland as extragovernment organisations working for the benefit of civil community

The existence of civil community is always connected with the political life of country, its binding law and culture. The birth of civil community in different regions of Poland depends on the activity of their local self-governments and the cooperation of a local community with the authorities. Social activity is the constructive element of civil community. Social marginalisation is one of the effects of the transformation of political system our country has undergone. It leads to homelessness unemployment and increasing crime rate. A poor protective function of the state its cause. Civil Guidance Offices are created as response of the community to the problems harassing it. They have appeared quite recently. The first one was set up in Warsaw in 1996. In the following years new offices have been founded. They are run by extragovernment organisations of the non-profit character. The aim of the above-mentioned Civil Guidance Offices is to give advice to any citizen who seeks it.
The organisation, which wants to set up, such an office and the people who are to run it have to fulfill many conditions before the office can be founded. The Association of Civil Guidance Offices set in Warsaw is the superior authority the duty of which is to check if the standards are maintained. Pieces of advice are given according to the rules, which are binding for all offices - members of the Association of Civil Guidance Offices – they are confidential, unbiassed and free of charge. Any citizen can seek advice in a Civil Guidance Office regardless of their sex, background and nationality.
It is only after a longer period of time that we will be able to find out if the idea of civil guidance will survive in Poland and what form it will take.
It social activity increases and civil independence is born, there is a chance that civil community will start to form and the idea of propagation of social information has a huge role to play.
